My Petition Letter to Mr President of French Republic Emmanuel Macron
Dear Hon. Mr. President,
on the occasion of the state visit to France of the Chinese Communist Party (CCP) leader Xi Jinping, I would very much appreciate if you would give your attention to the persecution of Falun Gong practitioners by the CCP in China – such as my father, Mr. Ding Yuande, and my mother, Mrs. Ma Ruimei – and demand, at your meetings with CCP leaders and Chinese government officials, that the CCP immediately and unconditionally release my father and cease the persecution of my parents in China.
On January 18, 2024, the European Parliament passed the landmark resolution on the ongoing persecution of Falun Gong in China, notably the case of my father, Mr Ding Yuande. You can find the adopted resolution here: https://www.europarl.europa.eu/doceo/document/TA-9-2024-0037_FR.html
The resolution strongly urges the CCP to immediately and unconditionally release my father and all Falun Gong practitioners in China, and calls on member states of the EU to sanction all perpetrators of the persecution of Falun Gong practitioners in China and abroad.
Due to the ongoing persecution of Falun Gong by China’s communist regime, our family of three has been separated for almost 12 years. My father is in Shandong Province Prison; my mother is under surveillance in our village after her release was secured via the rescue campaigns abroad; and I, their only child, live in exile in Berlin.
The CCP is quite aware that there is no legal basis for the persecution of Falun Gong and my father, as an ordinary tea farmer, has not done anything to contravene Chinese law. Simply because of his faith in the Chinese spiritual practice Falun Gong, my father, Mr. Ding Yuande, has been illegally detained in Shandong Province Prison since March 20, 2024, after being sentenced to a prison term of three years and given a fine of 15,000 RMB (around 2,000 euro) last December.
In the meantime, I have been the target of transnational repressions and espionage activities at the hands of CCP, since I began, together with Falun Gong practitioners from different European countries, a series of rescue campaigns to secure my parents’ release. Since May 2023, after the mass arrest and sentencing of dozens of fellow Falun Gong practitioners, including of my parents, in my hometown city of Rizhao in Shandong Province, I have been traveling across different European countries to expose the ongoing state crimes and brutal genocide the CCP is waging against innocent Falun Gong practitioners. We have received a great deal of support from many parliamentarians and NGOs for human rights.
In particular, I was deeply touched that the European Parliament has addressed the safety and fate of my parents. It is also the first time in the history of the EU that the European Parliament has addressed the fate and safety of a Chinese farming family.
Here is my open letter of thanks from January 30, 2024, to the members of the European Parliament for the adopted resolution: Our Deepest Appreciation For Your Assistance In Passing The EU Resolution On The Ongoing Persecution Of Falun Gong In China (2024/2504(RSP))
Since July 20, 1999, the CCP has been trying to justify the persecution of Falun Gong – and even the horrific forced organ harvesting carried out against Falun Gong practitioners in China – using all kinds of methods, such as spreading propaganda and disinformation worldwide. Moreover, the CCP is increasing its attempts to extend the brutal persecution abroad.
For example, on May 3, 2024, several Russian Falun Gong practitioners were illegally arrested and detained by Russian authorities. On May 4, a judge from the Tushinsky District Court in Moscow ordered that one Falun Gong practitioner, 46-year-old Natalya Minenkova, be detained in prison for one month and 25 days. Her case is pending investigation, and she then faces trial and potential imprisonment – simply for practicing and organizing activities related to Falun Gong. Western democratic countries now clearly see that the very existence of the CCP is a great threat to humanity, freedom, and the rule of law.
In this regard, I would very much appreciate if you and the Government of French Republic would take the following actions in order to help end the ongoing persecution of Falun Gong by the CCP:
1. Publicly condemn the ongoing persecution of Falun Gong practitioners and strongly urge China to immediately end the persecution of Falun Gong practitioners, while publicly condemning China’s state‑sanctioned forced organ harvesting from Falun Gong practitioners and other prisoners of conscience;
2. Strongly urge the PRC to immediately and unconditionally release my father, Mr. Ding Yuande, and all Falun Gong practitioners in China;
3. Publicly condemn all kinds of transnational repressions and espionage activities against Falun Gong practitioners, and strongly urge the CCP to immediately end such crimes against French Falun Gong practitioners in France and worldwide;
4. Strongly urge the PRC to prosecute and punish perpetrators of the persecution of Falun Gong practitioners under articles 7 and 12 of the UN Convention against Torture, which China has ratified;
5. Strongly urge the PRC to abide by its obligations under international law and its own constitution to respect and protect human rights;
6. Suspend extradition treaties with the PRC, and to investigate all kinds of transnational repression and espionage activities by the CCP against Falun Gong practitioners in France and the EU;
7. Send representatives of the Embassy and Consulates of the French Republic in China to monitor the court proceedings of Falun Gong practitioners, as well as to visit them in detention centers or prisons; to offer human rights lawyers in China the best possible assistance in defending the fundamental human rights of Falun Gong practitioners, especially for their defense during the court proceedings of Falun Gong practitioners, as well as for their visiting Falun Gong practitioners in detention centers and prisons;
8. Request the Embassy and Consulates of the French Republic in China to investigate the communist regime’s forced organ harvesting from Falun Gong practitioners and other prisoners of conscience, since the CCP will never allow an independent investigation by the international community in China;
9. Unite the member states of the UN to disqualify the seat of the PRC on the UN Human Rights Council;
10. Follow the European Resolution of January 18, 2024 on the ongoing persecution of Falun Gong and to the unite member states of the EU and other democratic counties to introduce sanctions against all perpetrators and entities that have contributed to the persecution of Falun Gong practitioners in China and abroad. Sanction measures should include refusing visas, freezing assets, expulsion from EU territories, criminal prosecution – including on the basis of extraterritorial jurisdiction – and bringing international criminal charges.
On behalf of my parents, please allow me in advance to sincerely express my most heartfelt appreciation for your efforts in rescuing my parents and all other Falun Gong practitioners in China from the ongoing crimes against humanity by the CCP.
