The Bill and Melinda Gates Foundation, in its 2022 fiscal year, directed or approved roughly $23 million in grants to a range of Chinese government organizations, as indicated in the foundation’s tax documents. These grants were given to over 20 different Chinese entities, including several government agencies and academic institutions, primarily for projects in public health research and analysis.

Key recipients among these were the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, the Chinese Academy of Sciences, the Chinese National Health Commission, and the Ministry of Science and Technology of the People’s Republic of China. These government bodies collectively received $11.3 million from the Gates Foundation, as detailed in the foundation’s tax forms.

In addition to government agencies, the Gates Foundation also provided funding to Chinese universities engaged in defense research. Notably, Peking University, Tsinghua University, and Shanghai Jiao Tong University, which are involved in defense projects and fall under the oversight of China’s State Administration of Science, Technology, and Industry for National Defense, received approximately $6 million. The involvement of these universities in defense research is documented by the Australian Strategic Policy Institute.

The Gates Foundation also contributed $100,000 to the China Ministry of Science and Technology. This ministry is notably involved in the Chinese government’s “863 Program,” which, as per the U.S. Director of National Intelligence, supports efforts to clandestinely acquire U.S. technology and sensitive economic information. The House Select Committee on the CCP has linked this program to the advancement of the Chinese military, as stated in a 2023 report.

Furthermore, the Ministry of Science and Technology has been connected to the “Thousand Talents Plan,” a program aimed at recruiting individuals with expertise in advanced technology, a concern highlighted in a 2019 Senate Homeland Security Committee report.

Another significant grantee, China’s National Health Commission, received $3.2 million from the Gates Foundation. American lawmakers have accused this commission of being complicit in China’s handling of COVID-19, including resisting investigations into the virus’s origin.

Bill Gates, known for his positive outlook on China’s technological and economic growth, has been recognized by Chinese President Xi Jinping as an “old friend,” according to a CNN report. In January 2023, Gates commented on China’s rise as beneficial for the world, as reported by Fox Business.

Additionally, the Gates Foundation’s tax filings for 2022 show substantial donations to groups aligned with the Democratic Party, including a notable contribution of over $70 million to the New Venture Fund, part of Arabella Advisors’ network that supports liberal and Democrat-aligned activities.
