President Donald Trump has appointed Hung Cao, a retired Navy Captain and former U.S. Senate candidate from Virginia, as the Under Secretary of the U.S. Navy. Cao, a Harvard and MIT graduate and 25-year Navy Special Operations veteran, has been an outspoken advocate for national security and border protection.
Cao’s 2024 Senate campaign brought national attention to his compelling life story as a Vietnamese refugee who built a distinguished military career in the United States Navy. His campaign video, which went viral, warned of the dangers of communism, rising crime, and illegal immigration.
Trump Praises Cao’s Military Leadership
President Trump announced the appointment on Truth Social, calling Cao “the embodiment of the American Dream.”
“Hung is the embodiment of the American Dream. As a refugee to our Great Nation, Hung worked tirelessly to make proud the Country that gave his family a home. He went to our amazing United States Naval Academy, and later earned his Master’s Degree in Physics. Hung served in combat as a Special Operations Officer for twenty-five years. With Hung’s experience both in combat and in the Pentagon, he will get the job done. Congratulations.”
Cao responded on X, sharing Trump’s post and stating, “Thank you, Mr. President. It’s time to get to work.”

Support from Military Leaders and Conservatives
General Mike Flynn, former National Security Advisor, voiced his support for Cao’s appointment, calling it an “exceptional and enlightened choice to get our U.S. Navy back up to a fighting and warrior-focused force.”
“Winning is the only thing to achieve in war. No place nor any time for 2nd place.”
The news was first shared by conservative commentator George Behizy, who highlighted Cao’s military experience and 2024 Senate campaign:

Cao’s National Security Focus
Throughout his Senate campaign, Cao emphasized his concerns about national security threats, including the rise of military-age male migrants crossing the U.S.-Mexico border and foreign influence on American institutions. His appointment aligns with President Trump’s efforts to rebuild the military’s combat readiness and prioritize national security.
With Cao now in a leadership role at the Pentagon, his experience in special operations and defense strategy is expected to play a crucial role in shaping the future of the U.S. Navy under Trump’s administration.
