【王室背景】2024年9月20日下午，易卜拉欣在北京人民大會堂對習近平談起了他的兒子東姑阿都加利勒依斯干達易蔔拉欣（Tunku Abdul Jalil Iskandar Ibrahim）。東姑阿都加里爾出生於1990年，在王室六個孩子中排行第四。他擁有倫敦動物學會的動物學和保育研究學位，也是第一位在警察部隊服役的王室成員。

【醫院背景】據「中國肝臟移植註冊」（CLTR）報告，截至2013年12月，廣東中山大學附屬第一醫院器官移植中心已開展四千餘例腎移植和一千五百多例肝移植，其眼科醫院迄今已施行四萬多例角膜移植及眼表手術。

【全球捐贈器官大數據背景】根據總部設在西班牙巴塞羅那的國際器官捐贈與移植登記組織（IRODaT）追蹤統計，直到2022年，擁有14億人口的中國大陸每100萬人口死後捐獻器官人數為3.63，即全年約只有5,082人死後捐獻器官。
但自2020年以來，隨著新冠疫情的發展，眾所周知中國大陸的生存人口數已遠非14億人口之多，中共所謂的「自願捐獻」人體器官數，也經常以「可用」人體器官充數。因此人們普遍認為，這也是香港當局截至2022年，收到近六千例「取消」死後器官捐獻登記申請的主因之一，而中共又再次無端地針對香港將其升級為國安事件。
